The Pre-construction Manager has primary responsibility for the SBU's pre-construction activities including estimating and planning, and may include business development activities. 

Duties and Responsibilities 

  1. Provides leadership for estimating and planning support personnel over multiple locations
  2. Monitors project budgeting and buy-out processes to ensure reliable information is available for estimates.
  3. Facilitates communication of cost history to ensure on-going evaluation of pricing information for better cost modeling and estimating.
  4. Monitors planning support processes to ensure efficient and effective use of resources.
  5. Interface with marketing to ensure consideration of all relevant information, issues, and brand name recognition.
  6. Assists in the evaluation, planning and execution of new scope of services and profit centers.
  7. Monitors productivity and cost control on SBU projects.
  8. Attends project review meetings and facilitate solutions to budget problems as required.
  9. Plans and implements training for SBU estimators, planning support and project engineers.
  10. Assists with the development of business development professionals to help train and/or mentor them.
  11. Works with business development management to identify and procure profitable projects regarding business development activities, including customer relationships, networking, performing public relations activities, maintaining client database and executing the client matrices.
  12. Interfaces with business development management with respect to sales activities, which includes identifying and pre-qualifying leads, working on procurement strategies, developing proposals, responding to RFQ's, SOQ's and RFP's.
  13. Business development may seek incumbent's input in establishing goals, procedures, systems and tools used to accomplish sales/marketing tasks for the SBU.
  14. Gives input as needed in the project procurement process with respect to SBU projects.
  15. Participates actively in the team environment and contribute to the successful completion of team goals.
  16. Accepts accountability for both individual and team performance.
  17. This position supervises Estimating and planning activities and personnel. May be called on to oversee some business development activities.
  18. Incumbent will work with the Business Unit Executives, Estimating and Planning Support Personnel, and clients.
  19. Other related duties as assigned.


  1. BS in Construction Management, or related field or an equivalent combination of education and experience.
  2. Eight or more year's construction-related experience.
  3. Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures and government regulations.
  4. Ability to write reports, business correspondence and procedure manuals.
  5. Ability to effectively present information and respond to questions from groups of managers, clients, customers and/or the general public.
  6. Ability to define problems, collect data, establish facts and draw valid conclusions.
  7. Proficient personal computer skills including electronic mail, record keeping, routine database activity, word processing, spreadsheet, graphics, etc.
  8. Prioritize, organize and delegate assignments.
  9. Experience with CMiC preferred
  10. Knowledge of estimating and/or planning software preferred.

Working Conditions

  1. Normally works in an office environment.
  2. May travel to job sites, office trailers.
  3. Some sites may require negotiating rough terrain.
  4. Normal workweek is Monday through Friday. Needs to be available to work the hours and days necessary to accomplish the goals and objectives of the position.
  5. Required to sit, talk, hear, see, and to use hands to finger, handle or feel.
  6. Required to stand, walk, reach with hands, and arms.
  7. Lift or move up to 25 pounds.
  8. No special vision requirements.
  9. Some travel by land and air.
